Attachment 1 - AFMA's proposed system for managing minimum quota holdings, Heard Island and McDonald Islands Fishery
Objectives
- To ensure that no more than 3 boats can operate in the Heard Island and McDonald Islands (HIMI) Fishery at any one time while avoiding the need to issue boat SFRs.
- To develop a system of MQHs that will allow industry the flexibility to restructure itself in response to changes in TACs and market forces, that is, not to try to attempt to predict changes in TACs and the relative market value of each species.
Rules for Minimum Quota Holdings
- To meet the MQH requirements for the Fishery and to be allowed to fish a vessel must be nominated against a minimum of 25.5% of the total number SFRs granted for the Fishery.
- A vessel's MQH may be comprised of quota SFRs for an individual target species or a combination of species.
- A vessel's MQH may comprise of uncaught quota or a combination of caught and uncaught quota.
- Only one vessel may be nominated against an SFR at any one time.
- If QMAs are introduced then the resultant SFRs will be proportionally allocated in relation to that species SFR holdings at the time and would be freely tradeable.
- Any major bycatch species of commercial interest that moves to a target species will be allocated in proportion to the total quota SFRs held at the time and would be freely tradeable.
Operating Parameters
30,000 SFRs will be granted in respect of each initial target species. These SFRs will be divided amongst eligible operators in the proportions specified under the HIMI Fishery Management Plan.
