Key information for applicants when completing and submitting full proposals

When completing and submitting proposals, applicants must:

  • use the project scopes outlined below as a guide when developing their full proposals to meet the identified need for the project
  • use the ARC application form to prepare their proposals
  • include in their proposals:
    • the projected costs and expected funding source, as well as alternatives.
    • the proposed contractor’s full legal identity/description, including each corporation’s full description and Australian Company Number or the full names of all partners/joint venturers. A trading name and/or Australian Business Number should also be notified, but only if registered to the parties described
  • email their completed full proposal to the Research Section at  Research.Secretary [at] afma.gov.au by  7 January 2018.

Research priority scopes

Southern and Eastern Scalefish and Shark Fishery (SESSF)

Project Title Stock assessments for target species in the SESSF 2019-20 to 2020-21 (Essential)
Project Need The annual assessment presents fishery statistics and catch at size/age data and synthesises existing stock assessment information for the key target species of the SESSF. This is a requirement of the SESSF Harvest Strategy.
Desired outcomes Provide information that can be used to evaluate the performance of the fishery, and assist assessments of stock status either directly through the stock assessment process or as fishery indicators.

Project Need

There is an issue where data in the AFMA databases do not match the CSIRO database in earlier years (eg discard fields and percentage retained vs discarded).

Review and investigate observer length data received by AFMA from PIRVIC from before 1998 including identifying any problems introduced when data were migrated from PIRVIC.

Desired outcomes To provide a reconciled dataset for use by AFMA management.

Southern Bluefin Tuna Fishery (SBT)

Title Southern Bluefin Tuna Inter-sessional Science (Essential)
Project need

This is essential work that provides ongoing scientific advice to the Southern Bluefin Tuna MAC and AFMA to support the adequate monitoring, implementation and success of management arrangements in the Southern Bluefin Tuna Fishery.

 

Desired outcome
  • Participate in planning, consultation, meetings, inter-sessional webinars, review of exceptional circumstances and 2020 CCSBT data exchange, and provide scientific advice to AFMA, ABARES, Industry and the CCSBT.
  • Prepare for the 2020 reconditioning of the SBT operating models, with data from the 2020 data exchange, including new gene-tagging data and any additional data on unaccounted mortality
  • Collect and age 100 SBT from the Australian surface fishery (2019/20 season) to provide direct age estimates to the CCSBT via the data exchange process.

Small Pelagic Fishery (SPF)

Title Monitoring & assessment of SPF quota species under the SPF Harvest Strategy (Essential)
Project Need There is a need  to provide the Scientific Panel with information needed to establish a reliable and cost effective monitoring and assessment program for the SPF
Desired outcomes

Conduct annual monitoring and assessment of key target species (requirement of harvest strategy);

Identify potential stock status indicators and evaluate the costs/benefits of a range of sampling protocols; and

Evaluate catch, effort, size and age data for evidence of localised depletion of target species (requirement of harvest strategy).

 

Title Daily Egg Production Method Surveys (DEPM) for Blue Mackerel East (Essential)
Project Need To estimate the spawning biomass of SPF stocks to underpin the determination of Recommended Biological Catches (RBCs) using the agreed SPF Harvest Strategy. Stocks which either have not been surveyed, or which were surveyed more than five years ago, should be prioritised for surveying following the completion of the DEPM for Redbait west (2017-18) and Blue Mackerel West (2018-19).

To manage East Coast SPF quota species at Tier 1 under the SPF Harvest Strategy.

Northern Prawn Fishery (NPF)

Project Title Species split model update (high)
Project Need

There is a need to identify trends in deviations in species composition from model predictions and provide recommendations on potential actions.

Desired outcomes

Develop methods by which the performance of the species split model can be regularly evaluated against data from Scientific Observer surveys.

Update the model with more recent Scientific Observer program data (from 2018 fishing season onwards).

Eastern Tuna and Billfish Fisheries

Project Title Revising the ETBF swordfish and striped marlin harvest strategies (essential)
Project Need

The project aims to redevelop the harvest strategies for both swordfish and striped marlin to ensure consistency with the Commonwealth Harvest Strategy Policy and enable achievement of AFMA’s legislative objectives pertaining to sustainability and economic returns for key commercial species

For Broadbill Swordfish the project will aim to recondition and revise the current suite of Operating Models (OMs), re-evaluate the estimated levels of mixing across the WCPO, and revise the current harvest strategy (both in terms of structure and inputs). For Striped Marlin the project will similarly recondition and revise the existing OMs and fundamentally restructure the new harvest strategy in light of the year-class coverage in the ETBF data. For both species a re-evaluation of the current mixing hyoptheses will be done using the most up-to-date data (tagging).

 

Desired outcomes
  • Update the current suite of Operating Models for both billfish species
  • Reassess existing stock structure and migration hypotheses in light of any new or emerging information.
  • Restructure and redesign new candidate harvest strategies for both species
  • Use Management Strategy Evaluation to fully assess performance of revised harvest strategies.

Bass Strait Central Zone Scallop Fishery

Project Title

Annual Biomass Survey (essential)

Project Need

Coordinate fishery surveys to measure the size distribution and calculate biomass estimates to assess to the potential for commercial catch rates in the Bass Strait Central Zone Scallop Fishery and inform the assessment of fishery impacts on bycatch.

Desired outcomes Determination of the available biomass and scallop size to set the TAC and area closures in line with the BSCZSF Harvest Strategy for the season.

  

Project Title Development of ageing techniques for Bass Strait Scallops (high)
Project Need To develop a cost effective, validated, ageing technique/s for Bass Strait scallops.
Desired outcomes Ageing techniques that can be used on a routine basis to inform management decisions, in particular the location of spatial closures to protect spawning biomass as required under the Harvest Strategy.

Sub-Antarctic Fishery

Title HIMI, Macquarie Island & Exploratory Fisheries in the CCAMLR area – Quantify the amount of illegal and non-reported catches of both target species and ecologically related species. (high)
Need There is currently some question around the IUU catch estimate that is included in the HIMI Patagonian Toothfish stock assessment. It is considered that the level accounted for is higher than in reality. Quantification of this data for the HIMI Fishery would give greater clarity and accuracy to the stock assessment, potentially impacting the TAC estimate.
Desired outcomes
  • Improved information will assist in determining the resource status of the target species in the fishery (ie Patagonian Toothfish).
  • Improved information will assist in determining the Toothfish TAC for both the HIMI and Macquarie Island Fisheries.
  • Removal of some uncertainty around the actual ecosystem status at the three main Antarctic Fisheries; HIMI, Macquarie Island and Exploratory Fisheries.
