Fisheries Management Paper 5: Developmental Fisheries Policy sets out the policy and processes for the exploration and development of new, unallocated or unexploited fish resources in the Commonwealth fisheries jurisdiction. 

It provides information on the rights and obligations for those wishing to establish and/or gain access to a developing fishery and aims to provide transparency and certainty for stakeholders. 

It is in the interests of the Australian community to optimally utilise marine resources in a sustainable and economically viable manner. This can bring important economic and social benefits to the Australian community.
